Site Description

The Hardel Mutual Plywood site is on the western shore of Budd Inlet. From 1924–1996 the site was used for logging, lumber, and plywood businesses. Hardel operated at the facility from 1951 through 1996, when a fire severely damaged several buildings and forced them to stop working at the site.

Past business activities contaminated soil and groundwater at the site. Contaminants included heavy oil and diesel petroleum hydrocarbons and polycyclic aromatic hydrocarbons (PAHs).

This site was listed as cleaned up in 2012, but re-opened in 2021 after the current owner found more contamination.

Current Cleanup (2021–)

West Bay Development Group LLC bought the property from Hardel in 2021. West Bay conducted due-diligence work and identified several additional areas of contamination that were not found in an earlier cleanup. We are currently negotiating a legal agreement with the West Bay Development Group to conduct additional cleanup activities before completing site development. 

Initial Cleanup (2007–2012)

In 2007, Ecology and Hardel signed an Agreed Order (legal agreement) requiring Hardel to investigate and clean up the site. During the investigation Hardel found contamination was moving towards Budd Inlet and posing an immediate threat to the environment. Because the situation was urgent, they started cleanup work as an ‘interim action’, following a plan approved by Ecology after the public had a chance to comment. Interim Actions are cleanups that happen part-way through the usual cleanup process, and may skip some stages (such as the Feasibility Study and full Cleanup Action Plan) in order to address immediate problems.

As part of the Interim Action, Hardel

  • Removed contaminated soil and filled those spots with clean soil.
  • Removed and crushed the concrete building foundations and used the clean concrete as fill material.
  • Pumped and treated groundwater
  • Removed free floating contaminants.

After the interim action was done, Hardel sampled groundwater for one year. They found no contaminants above cleanup levels. In 2012, Ecology approved a Cleanup Action Plan that detailed the work that had already been completed, held a public comment period, and removed the site from the Hazardous Sites List.
