This Site is in the Voluntary Cleanup Program (VCP). Ecology received Additional Monitoring Well Installation Work Plan on April 8, 2019. Ecology issued an opinion letter on the work plan on November 22, 2019.
Site Background
The Site is located on two King County parcels with street address 5400-5600 Airport Way South in Seattle, Washington (Property). Currently, the Property is developed with two large warehouse buildings. These two building are used for beer brewing and manufacturing by Elysian Brewing Company.
The Property has been used for industrial purposes since the early 1900s. Owners or tenants on the Property include an auto garage, a wrecking yard, a service station, a machinist union hall, Pacific Coast Coal Company, Preservative Paints Factory and Asphaltum Products Roofs and Mineral Paints. Kelly Moore Paint Company operated a paint manufacturing plant on the Property from 1994 to 2008. The Property was redeveloped in 2015 to the current configuration.
The Site is defined as the extent of the area that are affected or potentially affected by the contamination from the Property. Based on the previous investigation, the Site includes Property and surrounding parcels. Currently, the Site boundary is not fully defined.
Site Cleanup In Process
Interim cleanup actions were conducted at the Site since 1985. Some of the interim actions are listed here:
· Multiple underground storage tanks (USTs) storing petroleum products or paint manufacturing products were formerly present on Property. These USTs were replaced and/or removed from the Property in 1985, 1987, 1989, 1997, 1998, and 2009. After 2009, no known USTs are present on the Property.
· More than 1,000 tons of contaminated soil were reportedly removed from the Property in 1997 and 1998.
· Between 2008 and 2015, a polychlorinated biphenyl (PCB) cleanup was completed. PCB-contaminated soil were removed from the Property. All confirmation soil samples were below cleanup standards.
· In February and March 2015, soil excavations were conducted in six areas. Approximately 340 cubic yards of contaminated soil were removed from the Property.
· A soil vapor extraction (SVE) and air sparge system was installed on Property in 2015 to 2017. During remediation piping installation in 2015, approximately 241 tons of contaminated soil were removed from the Property; a previously unknown UST was discovered and removed from the Property.
· The SVE system started operation on October 31, 2017 and has operated continuously with the exception of periods of maintenance, area-wide power outages, and following a vehicle accident in October 2018 that damaged the treatment system. As of June 2020, 1,660 pounds of Total Petroleum Hydrocarbons (TPH) and 0.22 pounds of Benzene have been removed from the subsurface by the treatment system.
· In July 2015, a vapor barrier was installed under the new warehouse building on the northern portion of the Property. A vapor barrier was reportedly installed beneath the old warehouse building on the southern portion of the Property in 1997.
Contaminates Of Concerns
· Gasoline and diesel range petroleum hydrocarbons (TPHg and TPHd), benzene, toluene, ethylbenzene, xylenes (BTEX), naphthalene, tetrachloroethylene (PCE), 2-methylphenol, carcinogenic polycyclic aromatic hydrocarbons (cPAHs), arsenic, cadmium, and lead into the Soil.
· TPHg, TPHd, heavy oil-range petroleum hydrocarbons (TPHo), BTEX, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, naphthalene, trichloroethylene (TCE), vinyl chloride (VC), arsenic, and lead into the Ground Water.

This site is in our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.
Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as sites Ecology manages under legal orders.
