Third Periodic Review Completed
Environmental cleanup is complete at the site and the third periodic review shows the cleanup work remains effective in protecting the health of people and the environment.
Soil at the site was contaminated with arsenic, copper, lead, and zinc at concentrations requiring cleanup under the state cleanup law. To clean it up, contaminated soil was moved to a containment cell at the site. The containment cell contains a stormwater collection system to prevent water from contacting contaminated soil.
In 1996, an environmental covenant was filed with the county because some contamination remains at the site. Among the restrictions, the property can only be used for industrial purposes and prohibits activities that interfere or reduce the effectiveness of the cleanup action.
Ecology visited the site on April 14, 2021. The cap, drains, and perimeter fence are all in satisfactory condition and no repairs are needed at this time. The surface cover is in satisfactory condition, and the site activities do not pose a risk of exposing contaminated soil to people or the environment at the site. It is the property owner's responsibility to continue to inspect the site and ensure the integrity of the cap is maintained.
From November 2 to December 3, 2023, Ecology held a comment period to give the public an opportunity to comment on conditions at the site. No comments were received during the comment period. Read the periodic review report here.
Site Description
The entire site was formerly owned by Cascade Pole Company, which leased it to Cascade Timber Company from 1977 to 1981. From at least 1977 to 1981 slag from the ASARCO smelter in Tacoma was placed on the site as ballast to keep heavy equipment from sinking into the soft soil.
Beginning in the early 80s, the Department of Ecology found arsenic, copper, lead, and zinc at concentrations exceeding cleanup criteria at the site. ASARCO accepted liability for cleanup costs and natural resource damage claims.
ASARCO removed soil and material containing ASARCO slag and related hazardous substances and placed them in a containment cell and cap at the site. The containment cell includes a storm water collection system and groundwater monitoring wells.
In 1996, an environmental covenant was recorded for the site. The covenant prohibits activities that could result in the release of contaminants contained as part of the cleanup. With the covenant in place, Ecology will review conditions at the site about every five years.
Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
