The site was issued a Site No Further Action Letter on September 20, 2022.  This Site was cleaned up under the Voluntary Cleanup Program (VCP).

The Site is located within Mukilteo Speedway Center, located between State Highway 99, Mukilteo Speedway, and Lincoln Way, in Lynnwood, Washington.  From approximately 1992 to 2018, Harbour Pointe Cleaners operated at Suite B6 on the northeastern portion of the Mukilteo Speedway Center. Harbour Pointe Cleaners ceased operation in 2018, and Suite B6 has been vacant since June 2018.

During their dry cleaning operations, Harbour Pointe Cleaners utilized tetrachloroethylene (PCE) and trichloroethylene (TCE). PCE released to soil was confirmed under Suite B6 and the suite immediately to the west (Suite B5).  The PCE-contaminated soil did not extend beyond 3 feet deep. In addition, PCE and TCE contamination was detected in sub-slab soil gas and indoor air. Groundwater at the Site is not contaminated.

Cleanup Conducted

A Sub-slab Depressurization (SSD) system operated under Suite B5 and B6 from January 2017 to June 2018 to reduce the TCE contamination at the Site.  The SSD system consisted of a riser pipe plumbed vertically from the sub-slab to a blower mounted to the building roof.  After the SSD system shutdown and Suite B6 was vacated, additional sub-slab soil gas samples and indoor air samples were collected from Suite B5 and B6.  All indoor air samples contained PCE and TCE concentrations below state cleanup standards.

PCE-contaminated soil remains under Suite B5 and B6. The lateral and vertical extent of the remaining soil contamination is well defined.  The existing concrete floor prevents direct contact with the contaminated soil, as well as provides barrier for rainwater infiltration and vapor intrusion.

Environmental Covenant

Institutional controls per the requirements of an Environmental Covenant are in place to prohibit or limit activities that may interfere with the integrity of engineered controls or result in exposure to contamination. Institutional controls established for the Site include restricting current land use, prohibiting soil disturbance, prohibiting removal or alteration of existing building and concrete floor, controlling stormwater and vapor/gas.

Voluntary Cleanup Program

This site was cleaned up under our Voluntary Cleanup Program, which provides technical help to owners of contaminated sites.

Voluntary Cleanup Program customers pay fees to cover our costs for technical help and reviewing cleanup reports. Sites in this program must meet the same cleanup standards as the sites Ecology manages under legal orders.

Site use restrictions called institutional controls are in effect

Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.

Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
