Site Description
The Olympia Dry Cleaners site is located at 606 Union Ave SE in Olympia. In 1970, Frank Burleson bought the property and built a dry cleaning facility. Since 1981, the property has been rented to many different tenants and mostly used for dry cleaning.
The property is currently leased by a full service dry cleaner, called Howard’s Cleaners. It uses a PCE-free dry cleaning machine.
Past dry cleaning operations released tetrachloroethene (PCE) to the environment. Studies have found PCE and its breakdown chemicals above state cleanup standards in soil, groundwater, and in an above-ground seep (water that reaches the surface).
These chemicals can be harmful to human health and the environment, so cleanup is important.

Current Status
The cleanup action has been implemented.
Some contamination remains on site after cleanup, so Ecology will review the site every five years to make sure cleanup actions are still protective of human health and the environment.
Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
