Sites 8 & 9 Cleanup Plans Finalized
In early 2016, site specific cleanup plans for Development Sites 8 and 9 were finalized. Ecology held a public comment period before finalizing the plans, and no comments were received.
Site Description
The Superfund Site - Thea Foss Waterway
A century of immense industrial growth along the Thea Foss Waterway polluted its waters and shoreline. In the 1980s, the US Environmental Protection Agency (EPA) listed the Thea Foss under the federal Superfund program.
Sediments: The EPA oversees the cleanup of the waterway’s sediments. They are polluted with heavy metals and poly-chlorinated biphenyls (PCBs).
Land: Ecology oversees cleanup of contaminated lands along the waterway. Pollution on land varies based on the historical use of each area. Contaminants include:
- petroleum hydrocarbons
- solvents
- metals
Redevelopment
The City of Tacoma (the city) and the Thea Foss Development Authority (development authority) are redeveloping about 30 acres of polluted land. They divided the 30-acre area into smaller sites for redevelopment (see map on left). This is providing space for commercial and residential land uses, parks, and public access to the water.Clean up began in 1994 when Ecology, the city and Metro Parks Tacoma entered into a legal agreement (consent decree). In 2000, the development authority replaced the park district on the consent decree.
Cleanup
Each time Ecology identifies a new Potentially Liable Person (PLP), we add them to the consent decree. This includes parties that buy properties in the cleanup area. The public can comment on these consent decree amendments.
Ecology drafts a Site-Specific Cleanup Action Plan (SCAP) for each parcel before it is cleaned up. The SCAP describes the extent and nature of site contamination and provides a set of cleanup methods. The public can also comment on the draft SCAP.

Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
