We are overseeing cleanup of contamination on the BSB Diversified (BSB) property located at 8202 S 200th St., Kent, WA 98032.
To clean up the facility, BSB must have a special permit, called a Corrective Action Permit. They have operated under a Corrective Action Permit since November 2005.
We held a comment period to reissue the permit and for the periodic review of the current cleanup methods. Although the comment period is closed you can still view the draft documents.
Two Potentially Liable Persons (PLPs), BSB and Hexcel, are responsible for cleaning up the site. They are, through administrative orders from the Washington State Department of Ecology, working on defining the extent of the contaminated groundwater plume and establishing the appropriate cleanup remedy.
SITE BACKGROUND The BSB cleanup site encompasses three properties:
- Hexcel Corporation (Hexcel)
- BSB Diversified Company, Inc. (BSB
- J.H. Carr & Sons, Inc. (JH Carr)
Other nearby properties are affected by contamination caused by chemical releases from these companies. These properties are collectively known as the BSB Site. Between 1956 – 1987, activities like manufacturing, plating, metal finishing, and electroplating caused chemical releases at the BSB site. The metal finishing facilities used significant quantities of chlorinated solvents. The site included surface impoundments, settling lagoons, container storage, and similar units for managing, storing, and disposing dangerous waste.
CONTAMINATION Groundwater and soils are contaminated with chlorinated solvents, degreasing agents:
- trichloroethylene (also known as trichlorethene or TCE)
- vinyl chloride
- cis-1,2-DCE
CLEANUP Cleanup actions include:
- excavation and stabilization of metal plating sludges and soils
- excavation of soils contaminated with chlorinated solvents
- groundwater hydraulic barrier designed to prevent migration
- groundwater monitoringslurry wall for groundwater containment
THE CLEANUP PROCESS
There are six phases in the cleanup process: remedialinvestigation, feasibility study, cleanup plan, cleanup design, cleanup implementation, and monitoring and site use controls. We are currently in the monitoring and site use controls phase. Interim actions or partial cleanups can occur at any time.
There will be opportunities for public comment at each stage, except for cleanup implementation.
