Everett Smelter Cleanup: 2021 Update

The Asarco smelter, which operated in Everett between 1898-1912, caused widespread arsenic and lead contamination in northeast Everett. Smelter operations left contamination behind on the former smelter property, and contaminated particles from the stacks settled on surrounding areas. Arsenic contamination in Everett was first detected in 1990.
The Everett Smelter cleanup site is divided into two parts:
- The Uplands Area, which is located south and west of East Marine View Drive and includes residential properties and parks, and
- The Lowlands Area, which is located north and east of East Marine View Drive along the Snohomish River and includes mostly industrial lands.
So far, Ecology has completed cleanup work on more than half the residential homes in the Uplands Area and at American Legion Memorial Park. Ecology has been studying contamination in the Lowlands Area and recently released a Cleanup Action Plan, which describes the preferred method for cleaning up contamination in this area.
Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
