What's Happening Now
Cleanup activities occurred at the site during two construction seasons in 2023 and 2024. Construction at the site was done in accordance with the approved Engineering Design Report and as required by the Consent Decree.
Cleanup actions included:
• Excavation, consolidation, and capping of larger waste/contaminated soil deposits.
• Removal and offsite disposal to address petroleum contaminated soils.
• Installation of permeable reactive barriers along the western portion of the site to further reduce the potential for migration of fluoride in groundwater as contamination continues to diminish naturally.
Ecology is currently reviewing the as-built construction report and comparing it to the original engineering design. Once Ecology completes this review, the site owners will be required to place deed restrictions on the property to limit the use of shallow groundwater and ensure that the cleanup features (low permeability caps, fences, monitoring systems, etc.) will remain in place. In the meantime, monitoring of groundwater, porewater, and surface water has begun and will continue to evaluate the effectiveness of the cleanup activities.

Cleanup Site Information
A Cleanup Action Plan for the project was finalized in late 2018. The Engineering Design Report was approved in 2023, and construction took two seasons to complete.
The cleanup focused on:
• 12 distinct site units containing fluoride and/or PAHs compounds in soil.
• Two areas of shallow groundwater containing fluoride.
• A small area containing petroleum hydrocarbons that was identified within the eastern portion of the site during demolition activities.

Site use restrictions called institutional controls are in effect
Institutional controls can be fences, signs, or restrictions on how the property is used. For instance, an institutional control may prohibit installing drinking water wells or disturbing a protective cap that isolates contamination. These restrictions keep the contamination contained and keep people from being exposed to the contamination. The controls are usually listed in environmental covenants recorded with the county.
Periodic reviews are required when institutional controls are required at a site. Ecology conducts reviews to make sure the controls remain effective and the cleanup still protects human health and the environment. We conduct periodic reviews about every five years.
