Sampling And Cleanup Planning Underway

The Agreed Order No. DE 14260 and Enforcement Order No. DE 19410 between Ecology and the Potentially Liable Persons (PLPs) responsible for cleanup at the Taylor Way & Alexander Ave Fill Area site are signed and in effect. The PLPs are responsible for cleanup at the site. The PLPs on the agreed order are General Metals of Tacoma, Occidental Chemical Corporation, and Burlington Environmental LLC. The PLP on the enforcement order is the Port of Tacoma. 

Ecology held a comment period from December 7, 2020, to January 5, 2021, inviting comment on the orders and the Public Participation Plan for the site. Five comments were received during the comment period. No changes were made to the orders or the plan based on the comments received. The Responsiveness Summary provides our responses to those comments.

The orders require sampling and gathering information necessary to plan for cleanup. The orders also require preparation of cleanup documents.

  • Remedial Investigation (RI) report identifies the type of contamination and where it is found at the site.
  • Feasibility Study (FS) compares cleanup methods.
  • Draft Cleanup Action Plan (dCAP) describes the method used to cleanup the site. 

Once the RI/FS and dCAP reports are prepared, the reports and agreements to implement the cleanup will be available for public comment.

Taylor Way & Alexander Avenue Fill Area site

The site is located near the Hylebos Waterway in Tacoma’s tideflats. Before the 1930s, the tideflats were the tidal marsh of the Puyallup River Delta. Since then, the delta has been filled-in for industrial uses and to support a busy seaport.

The site has a long and diverse industrial history, which is reflected in the nature of contamination. Part of the site was used as an unpermitted landfill for industrial waste. Other land uses included chemical and petroleum storage and recycling, hazardous waste treatment and storage, lumber milling, and warehousing and shipping operations. The site is currently used for mostly industrial purposes.

Contamination

Soil and/or groundwater on the site are contaminated with:

  • Total petroleum hydrocarbons (TPH)
  • Volatile organic compounds (VOCs)
  • Semi-volatile organic compounds (SVOCs)
  • Polychlorinated biphenyls (PCBs)
  • Metals such as arsenic and lead

Air inside the buildings may have one or more VOCs that are harmful to human health. Methane was found below the ground surface. So far, methane testing in buildings show it is safe.
